Heat network operators must register with Ofgem by 26 January 2027 and show evidence to back it up

Heat network operators in Great Britain have until 26 January 2027 to register with Ofgem. Heat Network Compliance Hub has opened AXIS, a compliance register portal that lets operators keep a dated record of the work Ofgem expects to see.

Ofgem took over regulation of heat networks in January 2026. Operators now have obligations covering consumer protection, billing, complaints, vulnerable customers and technical standards, and Ofgem can ask them for information showing how they meet those obligations. Many operators have written policies. Fewer can produce a record of what was actually done, when it was done and who did it.

AXIS gives operators a register for each area of their obligations, including the Priority Services Register, complaints, metering, water treatment, staff training and Ofgem data reporting. Each entry is dated and attributed to the person who made it. Records cannot be deleted, and every change is logged with who made it and when.

Charlotte Wilkinson, Business Development Manager at Heat Network Compliance Hub, said: "Most operators we speak to are doing the work already. What they don't have is a record they could hand to Ofgem tomorrow. A policy says what you intend to do. The register shows what you did and when."
