From Heat Network Compliance Hub
AXIS is a live register system for UK heat network operators that keeps compliance evidence in append-only registers mapped to Ofgem's authorisation conditions.
It's built with day-to-day operations in mind, across teams, designed with input from Operations, Customer Service and Engineering managers.
Simple, and effective.
Founders rate £895 a year, locked for 36 months – 40% below the £1,495 standard rate. Ends 30 November 2026.

Technical assurance
The assurance work the industry is already asking about, held on the record as it happens. Three technical registers, each mapped to the standard it evidences and ready as HNTAS requirements land.

Assessment records and an action log with an evidence trail, tracked from finding to close.
Sample results and conditioning records logged as they are taken, kept against the network they cover.
Meter coverage, accuracy checks and read evidence, held against each meter.
Metering and billing
AXIS does not produce your bills. It holds the evidence your bills rest on.
Billing accuracy under AC B6 depends on metering accuracy, and metering accuracy depends on a record that was being kept before anyone asked for it. The TR1 register carries every meter on the network with its level, type, calibration date, next calibration due and current compliance status. When a resident disputes a bill, or Ofgem asks how you know a consumption figure is right, the answer is the meter’s history rather than a recollection.
Billing complaints sit in the Complaints register alongside it, logged from receipt through to resolution and escalation. The two together are what a billing dispute actually turns on: what the meter was doing, and what you did about the complaint.
Day to day
Four moments from an ordinary week at Birchwood Estate Management Ltd, and what each one looks like in the register:
Logged in the Complaints register with the clock running – response deadlines tracked from the moment it lands.
Onto the Priority services register with their needs recorded, so the next person on shift knows without asking.
Straight into the VDI 2035 water test log, against the loop it was drawn from, with the result it earned.
Recorded in TR1 metering compliance against that meter, with the check evidence attached.

The registers
Choose an example register to see how it maps to the standard it evidences.
Logged with response deadlines running, vulnerability flagged, escalation to the Energy Ombudsman tracked.
Who needs priority support, what they need, and when the record was last reviewed.
Assessment records held against the network and its assets, ready as requirements land.
Findings tracked from raise to close, each with its evidence trail.
Sample results logged as they are taken, against the loop they were drawn from.
Treatment and inhibitor work recorded with next-service dates tracked.
Every meter with its level, type, calibration date and compliance status.
Who is trained on what, with renewal dates that surface before they lapse.
The figures reported to Ofgem, with the evidence behind each return.

Questions
What does the subscription keep current?
As Ofgem's requirements change, we update the register structure and condition mapping so your evidence stays aligned with what you'll be assessed against.
Can the audit trail be edited?
No. Records are append-only and schema-pinned. Entries are added, never silently rewritten, so the trail stays defensible under audit.
What happens to our evidence if we stop?
Your evidence is yours, and you can export your registers at any time. The subscription is what keeps them live and current as regulation moves on.
How does it map to the authorisation conditions?
Each register maps to the authorisation conditions it evidences, and we maintain that mapping as Ofgem's requirements change.
How many people can use one account?
Up to 50 users per account, so your whole compliance team can work against the same record.
Where do complaints escalate?
The complaints register tracks escalation to the Energy Ombudsman, the redress body for heat networks.
