The regulation

What heat network compliance requires

Heat network compliance in Great Britain is set by the Heat Networks (Market Framework) (Great Britain) Regulations 2025, with Ofgem as regulator under the Energy Act 2023. Every operator and supplier of a relevant heat network is in scope, whatever the size of the network or the ownership model. The authorisation conditions took effect on 27 January 2026, and existing heat networks must complete registration with Ofgem by 26 January 2027.

Meeting the conditions is not only a question of how the network is run day to day. Ofgem expects documented evidence behind each one: fair pricing and cost allocation, billing that meets the transparency requirements, a complaints procedure, a priority services register, financial resilience, and continuity of supply. Registration is the point at which that evidence has to exist rather than be intended.

Most operators need a Heat Network Operator Readiness Pack, Financial Resilience Statement, Supply Continuity Plan, Model Compliant Bill, Consumer Welcome Pack, Priority Services Register, Ofgem Data Reporting Tracker, and Staff Training Register. The Compliant Bundle (£895) includes all eight.
You own the documents outright. You have three options: update them yourself at no cost (you own the files outright), use the Document Refresh Service at a fixed price (£95–£145 per document), or defer until the change is relevant to your network. You control the timing and the method. Yes. Any documents you have bought are yours outright and stay yours, whether or not you subscribe to AXIS. Buying the documents once and subscribing to AXIS are separate choices – AXIS is there if you would rather keep the evidence as a live register than as files.
No. A consultant reviews your position and hands back a report, and most bill more for the first day than the £895 bundle costs outright. What Ofgem asks for is documented evidence against each authorisation condition, and that is what the documents provide, structured and stamped with your organisation name. Where a consultant is genuinely useful is a contested or unusual network. For a standard registration it is documentation you need, not advice.
Registration is a submission, not the finish. The authorisation conditions are ongoing obligations and Ofgem can ask you to demonstrate compliance at any point after it. That means keeping a live record of the operational work: water tests, meter checks, complaints and their outcomes, staff training, priority services entries.
